St. Moritz Enterprises, LLC of Orlando, FL was established in 2012 by Mark St. Moritz.  In 2014, Frank Silebi joined St. Moritz Enterprises as the  Chief Executive Officer, bringing a much needed program management professional to the team.  We are a Service-Disabled Veteran-Owned Small Business (SDVOSB) with significant experience in DoD program management and acquisition.  Since our company was founded, we have provided professional contract, technical, proposal support solutions to numerous contractors pursuing DoD business opportunities. 

Mr. Silebi is a DAWIA Level III certified Program Manager and Mr. St. Moritz is a DAWIA Level III certified in Contracts.  Both are established acquisition professionals with a reputable track record of providing superb support for DoD warfighters.

Frank “Salami” Silebi - CEO

Frank “Salami” Silebi, a native of Barranquilla, Colombia, was raised in Bethlehem, Pennsylvania, where his father is a professor of chemical engineering at Lehigh University; staying close to home, he earned a Bachelor of Science in Engineering Mechanics from Lehigh in 1988 before working for General Electric Nuclear Energy in San Jose, California, and then accepting an appointment to the Navy’s Aviation Officer Candidate School in Pensacola, Florida, where he was commissioned in March 1991. Designated a Naval Aviator in May 1993, Frank completed four deployments in three tactical aircraft—the A-6E Intruder, F-14A Tomcat, and F/A-18F Super Hornet—accumulating more than 3,000 flight hours and over 550 carrier arrested landings during a 22-year military career that also included service as Chief of Training (J-7T) at United States Special Operations Command, where he standardized specialized training across the SOF community. In his final five years of service, Frank transitioned to the Aerospace Engineering Duty Officer community, serving from January 2008 to June 2010 at Naval Air Systems Command as the F/A-18 Training System Integrated Product Team Lead within the Aviation Training Systems Program Manager (PMA-205), supporting the Hornet, Super Hornet, and Growler communities, before finishing his career at the Naval Air Warfare Center Training Systems Division as Deputy Program Director for Aviation Training Systems.

Mr. Silebi has held a variety of positions in industry including; Engineer for General Electric Nuclear Energy; Vice President of Government Services/Business Development at Systems Services Enterprises, Inc; and Chief Executive Officer at St. Moritz Enterprises.

Mark St. Moritz - President

Mr. St. Moritz held a wide range of billets throughout his career, progressing from enlisted cryptologic technician to Deputy Director of Contracts, with afloat assignments that included providing deployed operational and logistics support aboard a nuclear submarine during the Cold War and combat logistics support to deployed carrier battle groups aboard a combat stores ship during the first Gulf War. Ashore, he served as a contracting officer with an unlimited warrant at the Naval Air Systems Command, supporting the Naval Aviation Training Systems Program (PMA-205) and the F/A-18 E/F Program Office (PMA-265), before being assigned to the Naval Air Warfare Center Training Systems Division as Deputy Director of Contracts in support of Army, Navy, and Marine Corps training programs; during his Supply Corps career, he managed procurement for a broad array of products and services, including transportation, ship repair, husbanding services, and spare parts. Following his government service, Mr. St. Moritz held multiple industry leadership roles at American Systems Corporation, including business development manager, program manager, and vice president, where he supported programs such as the USMC Modular Amphibious Egress Trainer, Homeport Training (SERE), USCG helicopter flight trainers, and F-35 Joint Strike Fighter courseware, and authored a winning STOC II proposal. He later joined PEO STRI as a Source Selection Advisor, developing the STOC II User’s Guide, writing initial acquisition instructions for the Acquisition Center, teaching the inaugural and subsequent PEO STRI Acquisition Academy classes, and supporting numerous major source selections. After leaving PEO STRI, he became a contracting officer with an unlimited warrant at SPAWAR for the Sea Warrior Program (PMW-240), where he awarded more than $250 million in IT software development contracts over a four-year period.

Keith “Shrek” Sharp - Chief Operations Officer

Keith Sharp, a native of San Diego, California, earned a Bachelor of Science in Aeronautical Science from Embry-Riddle Aeronautical University in Prescott, Arizona in 1997. In pursuit of military service, Keith attended Officer Candidate School and was commissioned as an Ensign in March 2000. He was designated a Naval Flight Officer in June 2001.

Keith began his operational flying career in the S-3 Viking community, conducting maritime patrol and carrier-based operations. Following his fleet tour, he served as a Flight Instructor at Training Squadron Four (VT-4) in Pensacola, Florida, training and mentoring the next generation of Naval Flight Officers.

In 2007, Keith transitioned to the United States Navy Reserve, serving in a variety of critical operational and leadership roles over the remainder of his career. His Reserve assignments included service as Air Operations Officer for Commander Task Force 51 (CTF 51) supporting naval forces in the U.S. Fifth Fleet area of responsibility, Commanding Officer of Operational Support Unit (OSU) 0861, and Naval Aviation Liaison Element (NALE) Officer at United States Northern Command (USNORTHCOM). He culminated an illustrious 23-year naval career as the Operations Officer for Commander, Naval Air Forces (CNAF), overseeing operational readiness and coordination across the Naval Aviation Enterprise.

Mr. Sharp has held various industry positions, bringing his extensive military and aviation experience to both the commercial and government sectors. His industry roles have included Subject Matter Expert, Instructional Designer, and Project/Program Manager supporting complex training and operational initiatives. He currently serves as Vice President of Government Services at St. Moritz Enterprises, where he leads strategic programs and business development supporting federal customers.

Scott Dunlap - Chief Technical Officer

Following his enlistment in the Navy as an Electronics Technician, Scott has built a distinguished civil service and commercial career advancing mission readiness, digital modernization, and strategic business transformation. From pioneering simulator interoperability and online training technology to leading large-scale IT modernization, he has consistently bridged technical innovation with practical organizational and business strategy. His roles have included serving as a NAWCTSD Training System Project Manager,  analyst/advisor on the “Z” Team for business transformation to working capital fund, and Deputy Director for Battle Force Programs.  He served on the Navy’s Revolution in Training team that led the way for eLearning in the Navy, and was a plankholder in standing up the Navy’s Office of Training Technology for OPNAV N00T.  He seved as the Program Manager for the Navy’s Integrated Learning Environment that supported over one million global users and Sailors aboard ships and submarines, and also served as acting Chief Information Officer for the Naval Personnel Development Command. Notably, he was a principal in standing up the Navy’s Sea Warrior Program (PMW 240) and served for ten years as acting Program Manager and Deputy Program Manager overseeing a $750M-$1B acquisition portfolio. PMW 240 was established as the Navy’s flagship program office for modernizing manpower, personnel, training, and education IT systems, in addtion to other Navy and DoD business systems.  At the end of his 32 year civil service career, he served as the Executive Advisor to OPNAV N1 Transformation Director, where he helped shape Navy-wide human resources business and  IT transformation.

Since joining the St. Moritz team in 2018, he guides commercial and government clients through complex federal acquisitions, cost and price analyses, performs IT evaluations, and advises on business and IT strategy. Highly regarded for delivering forward-thinking solutions in training, IT systems, and business transformation, he holds an M.A. in Applied Economics from the University of Central Florida and a B.A. in Business Administration from Columbia College and is a DoD Acquisition Professional with DAWIA Level III certifications in Program Management and Business/Financial Management. His contributions have been recognized with the Fed 100 Award, Dr. Al Somoroff Award for the Top Program Office in the Navy, DoD Bronze Award for Workforce Development, and Vice President Gore’s Hammer Award.

Liz Alvarado - Director of marketing

As Director of Marketing, Liz leads the company’s branding, communications, and growth strategy, ensuring a clear and compelling connection between mission, capabilities, and customers. With a focus on strategic storytelling, market positioning, and data-driven decision-making, Liz oversees integrated marketing efforts across digital, proposal, and corporate communications channels. Working closely with leadership, program teams, and business development, Liz helps translate complex technical and operational expertise into clear value propositions that resonate with government and industry partners.

Ryan Krall - director of human resources

Ryan Krall is the Director of Human Resources at St. Moritz Enterprises, where he oversees hiring, compensation, and workforce development. He leads full-cycle recruitment, supports proposal and pricing efforts, and works closely with senior leadership to ensure the company attracts and retains top talent. Ryan focuses on practical, effective HR strategies that strengthen the organization, support employees, and help drive the company’s continued growth, drawing on his ongoing Master’s studies in Industrial–Organizational Psychology.
