St. Moritz Enterprises, LLC of Orlando, FL was established in 2012 by Mark St. Moritz.  In 2014, Frank Silebi joined St. Moritz Enterprises as the  Chief Executive Officer, bringing a much needed program management professional to the team.  We are a Service-Disabled Veteran-Owned Small Business (SDVOSB) with significant experience in DoD program management and acquisition.  Since our company was founded, we have provided professional contract, technical, proposal support solutions to numerous contractors pursuing DoD business opportunities. 

Mr. Silebi is a DAWIA Level III certified Program Manager and Mr. St. Moritz is a DAWIA Level III certified in Contracts.  Both are established acquisition professionals with a reputable track record of providing superb support for DoD warfighters.

Our Executive Leadership

Mr. Frank “Salami” Silebi as a Naval Officer

Frank “Salami” Silebi, a native of Barranquilla, Colombia was raised in Bethlehem, Pennsylvania where his father is a professor of chemical engineering at Lehigh University. Staying close to home, in 1988, Frank received a Bachelor of Science in Engineering Mechanics from Lehigh University. After working for General Electric Nuclear Energy in San Jose, CA for two years, Frank accepted an appointment to the Navy’s Aviation Officer Candidate School in Pensacola, FL and was commissioned in March 1991.

He was designated a Naval Aviator in May 1993 and completed four deployments in three different tactical aircraft, including the A-6E Intruder, F-14A Tomcat and F/A-18F Super Hornet, logging more than 3,000 flight hours and over 550 carrier arrested landings. During his 22 year military career, Frank also served as the Chief of Training (J-7T), at the United States Special Operations Command (USSOCOM), where he was responsible for standardizing specialized training throughout the Special Operating Forces (SOF) community.

During his last five years in the Navy, Frank transition to the Aerospace Engineering Duty Officer (AEDO) community and subsequently reported to the Aviation Training Systems Program Manager (PMA-205) at Naval Air Systems Command (NAVAIR) NAS Patuxent River from January 2008 to June 2010.  Where he served as the F/A-18 Training System Integrated Product Team Lead in support of training for the Hornet, Super Hornet and Growler communities.  Frank was then assigned to Naval Air Warfare Center Training Systems Division where served as the Deputy Program Director for Aviation Training Systems.  

Mr. Silebi has held a variety of positions in industry including; Engineer for General Electric Nuclear Energy; Vice President of Government Services/Business Development at Systems Services Enterprises, Inc; and Chief Executive Officer at St. Moritz Enterprises.

Mr. Mark St. Mortiz as a:

Naval Officer

Mr. St. Moritz held a variety of billets from enlisted cryptologic technician to Deputy Director of Contracts. Afloat billets included providing deployed operational and logistic support onboard a nuclear submarine during the cold war to combat logistics support to deployed carrier battle groups while onboard a combat stores ship during the first Gulf War. While assigned ashore, Mr. St. Moritz served as a contracting officer with an unlimited warrant at the Naval Air Systems Command supporting Naval Aviation Training System (PMA-205), and the F/A-18 E/F Program Office (PMA-265). He was then assigned to Naval Air Warfare Center, Training Systems division as Deputy Director of Contracts supporting Army, Navy, and Marine Corps training programs. Finally, during his career as a Supply Corps Officer, he handled the procurement of a wide variety of products and services, including transportation services, ship repair, husbanding services, and spare parts.

Industry Partner

Mr. St. Moritz held a wide variety of positions as an industry partner, including business development manager, program manager, and vice president at American Systems Corporation (ASC). While working for ASC, he supported the USMC Modular Amphibious Egress Trainer (MAET), Homeport Training (Survival, Evasion, Resistance, and Escape (SERE)), USCG HH-60J, HH-65 and HU-25 Helicopter Flight Trainers, and the F-35 Joint Strike Fighter courseware. He also wrote a winning STOC II proposal for ASC before leaving to join PEO STRI.

DoD Civilian

After working for ASC, Mr. St. Moritz became the Source Selection Advisor for PEO STRI, where he developed the STOC II Users Guide and wrote many of the initial acquisition instructions (AI) for the newly established Acquisition Center. He also taught the inaugural and subsequent classes of the PEO STRI Acquisition Academy, and supported source selections for a wide variety of major programs. After leaving PEO STRI, he became a contracting officer with an unlimited warrant for the Space and Naval Warfare Systems Command’s (SPAWAR) Sea Warrior Program (PMW-240), where he awarded over $250M in Information Technology (IT) software development contracts in a four year period.
